Laser Digital Wins Japan Crypto License

Nomura-backed Laser Digital Japan has secured registration as a crypto asset exchange service provider, ending an approximately four-year stretch without a new entrant receiving the authorization in Japan.
The registration, effective August 21, gives Laser Digital Japan Kanto Local Finance Bureau registration number 00032. The firm joins 26 other registered crypto asset exchange service providers operating under Japan’s tightly controlled licensing regime.
Japan’s Financial Services Agency lists six crypto assets under Laser Digital Japan’s registration: Bitcoin, Ether, XRP, Bitcoin Cash, Litecoin and Shiba Inu. The approval comes under the Payment Services Act, which requires companies conducting crypto exchange services in Japan to register with the relevant financial authority.
Institutional business comes first
Laser Digital said its initial focus will be providing liquidity to other crypto asset exchange operators in Japan rather than building a retail-focused platform. It is also considering offering digital-asset trading opportunities to Japanese institutional investors, although a launch date and detailed service lineup have not yet been disclosed.
The company established its Japanese operation in 2023 as part of Nomura’s broader digital-asset expansion. Laser Digital already operates internationally across investment management, trading and digital-asset infrastructure.
Its domestic push comes as Japanese financial institutions show increasing willingness to consider crypto exposure. An April Nomura survey of 518 investment professionals found that 65% viewed crypto assets as a portfolio diversification opportunity.
Regulatory access is also evolving. Japan has been examining changes to its crypto framework that could eventually broaden institutional investment products, including spot Bitcoin ETFs.
Laser Digital’s registration does not mean those institutional services are immediately available. The company said details on timing and its planned offerings will be announced separately.
